Zelenskyy Warns of Sanctions Evasion, New Weapons Deployments, and Foreign Assistance to Russia

Ukrainian President Volodymyr Zelenskyy has revealed key findings from a recent report by the Head of Ukraine’s Foreign Intelligence Service, Oleh Ivashchenko, outlining several major threats linked to Russia’s ongoing war against Ukraine.



Russia’s Efforts to Evade Energy Sanctions


According to the report, Russia is actively attempting to bypass international sanctions targeting its energy sector. These efforts involve transferring ownership of energy companies to temporary or proxy owners and using complex fictitious legal schemes to conceal control and profits.


Ukrainian intelligence is closely monitoring these activities. President Zelenskyy stated that Ukraine will share detailed findings with international partners to ensure that sanctions pressure remains effective and that Russia is prevented from generating revenue to fund its war.



Deployment of Oreshnik Systems in Belarus


The report also highlights new intelligence regarding the deployment of Oreshnik weapons systems on the territory of Belarus. Ukrainian intelligence has obtained additional technical and operational details about these deployments.


Zelenskyy emphasized that Ukraine’s partners must be informed and take these developments into account when planning defensive measures. He warned that the aggressive spread of such weapons represents a global security threat and sets a dangerous precedent. In response, he has instructed Ukrainian officials to prepare joint response options in coordination with international partners.



Russia’s Military Production and Foreign Cooperation


Another key focus of the report is the current state of Russia’s military production and its cooperation with foreign companies and entities. Ukrainian intelligence has observed increased ties between Russia and organizations in China, particularly those that may be supplying space-based intelligence data.

Zelenskyy noted that there have been concerning correlations between Chinese satellite imaging of Ukrainian territory and subsequent Russian strikes on Ukrainian energy infrastructure. He described such actions as enabling Russia to prolong the war and undermining genuine diplomatic efforts to achieve peace.

Ukraine plans to raise this issue with its partners as part of broader efforts to counter external support for Russia’s military operations.

President Zelenskyy concluded by thanking Ukraine’s partners for their continued assistance and stressed the importance of sustained international cooperation to counter Russia’s military, economic, and technological efforts.
