US Generals Pressured Zelenskyy to Accept Russia Deal as Washington Presents Draft Peace Plan — What We Know

A new report from RBC-Ukraine says U.S. generals pressed President Volodymyr Zelenskyy to agree to terms acceptable to Russia, during a private meeting in Kyiv. According to the outlet, the U.S. draft peace framework includes some of the most far-reaching concessions proposed since the start of the invasion: amnesty for Russian war crimes, reintegration of Russia into the global economy, and Ukraine’s formal abandonment of its NATO ambitions.


These revelations arrived as Kyiv confirmed it had “officially received” the American side’s draft plan — delivered directly by U.S. Secretary of the Army Daniel Driscoll — which, according to Washington, could help “reinvigorate diplomacy.”



Zelenskyy Confirms Receipt of U.S. Draft Plan


The Ukrainian Presidency issued an unusually detailed readout following Zelenskyy’s in-person meeting with Secretary Driscoll:


  • Zelenskyy “officially received” the draft plan from the American delegation.

  • The U.S. considers the proposal a potential pathway to restart diplomacy.

  • Both sides agreed to begin working through the plan’s provisions.

  • Kyiv reiterated that any outcome must lead to a “just end to the war.”


Zelenskyy emphasized that Ukraine has supported every substantive peace proposal since the invasion began — including earlier initiatives put forward this year by President Trump — and said Ukraine is ready to work constructively with the United States, Europe, and global partners.

He expects to speak directly with Trump in the coming days to discuss “existing diplomatic opportunities and the key points required to achieve peace.”



Zelenskyy: “We Are Very Grateful to President Trump”


In the statement, Zelenskyy struck a careful diplomatic tone:

“We are very grateful to President Trump, to the United States, to the entire American people. We stay strong because we have such strong partners.”

At the same time, he underscored what Ukraine considers non-negotiable:


  • No peace plan can ignore ongoing Russian aggression.

  • Moscow continues to strike civilians and critical infrastructure.

  • The war cannot end without security guarantees and accountability.


He also stressed the urgency of implementing the PURL initiative for U.S. air-defense procurement — now a top survival priority.



Driscoll: Trump Team Has “Great Respect for Ukraine”


According to Kyiv, Secretary Driscoll said:


  • President Trump and his team hold “great respect for Ukraine.”

  • The U.S. “admires the heroism” of Ukrainians defending their homeland.


He did not comment on the reported concessions contained in the draft plan, nor on the claim that U.S. generals personally pressured Zelenskyy.



The Ternopil Massacre: A Turning Point in the Conversation


Zelenskyy updated the U.S. delegation on Russia’s latest mass-casualty attack:


  • 27 people killed so far, including three children.

  • Search operations continue.

  • The strike used a 2025-produced Kh-101 cruise missile containing foreign components.


The president provided Driscoll with a breakdown of parts found inside the missile — originating from:

the United States, Germany, China, Taiwan, the Netherlands, Japan, Switzerland, and the United Kingdom.

Zelenskyy warned that Russia cannot build such weapons without imported components, and urged Washington to ramp up sanctions and shut down every channel enabling Russia’s procurement networks.



The Core Dispute: What the U.S. Proposes vs. What Ukraine Can Accept


The RBC-Ukraine report claims the U.S. draft plan includes:


  • Amnesty for Russian war crimes

  • Restoration of Russia’s economic integration

  • Ukraine’s permanent withdrawal of its NATO bid


If accurate, this would mark the most significant U.S. pressure campaign on Ukraine since the war began — and would place Kyiv in an impossible position between military reality, political survival, and public opinion.

Ukraine has not confirmed these elements publicly.


But Zelenskyy has made clear that:


  • Russia has shown zero intention of stopping its aggression.

  • Peace cannot come at the expense of Ukraine’s sovereignty or long-term security.

  • Any plan must be “just,” not merely expedient.



What Happens Next


In the coming days, Zelenskyy is expected to speak directly with President Trump. Ukraine and the U.S. will begin reviewing provisions of the draft plan. Europe — which was not involved in the drafting — is watching closely.


This moment could determine the trajectory of the war, Ukraine’s security architecture, and the geopolitical balance between Washington, Moscow, and Europe.
